Willmar Council to conduct truth-in-taxation hearing Monday, Dec. 1

The proposed 2026 general fund budget of approximately $23.3 million and the preliminary levy of approximately $12.8 million were presented and approved by the City Council on Sept. 2. Following council work sessions to discuss the budget and levy, the final recommendation is to reduce the preliminary levy by $717,482 to approximately $12.1 million. This represents an increase of $954,389, or 8.6%, over the 2025 levy of approximately $11.1 million. The final proposed general fund budget is approximately $23 million, an increase of $965,806, or 4.37%, over the 2025 general fund budget of approximately $22.1 million. The total proposed budget for the city of Willmar in 2026 is $61.9 million. The meeting takes place at 6:30 p.m. Monday in the boardroom of the Kandiyohi County Health and Human Services building, 2200 23rd St. N.E. in Willmar. Renville County to dig deeper into reserve funds

Members of the County Board of Commissioners indicated at their Nov. 25 meeting that they would approve a 9.5% increase instead of the 10% increase they had originally adopted as the preliminary levy. As now proposed, the net county levy will increase from $18,462,575 this year to $20,217,202 in 2026. The commissioners are expected to approve the new levy following a truth-in-taxation hearing on Dec. 11. The commissioners had instructed staff to look at ways the original proposed levy could be trimmed to keep the increase under 10%. Landon Padrnos, finance coordinator, said that was accomplished by increasing the drawdowns from the reserves of the public health and social services departments.
